Who's in the Money?

Today marks the deadline for campaign finance filings for candidates running in the 2006 elections. Partisans and observers alike will be scanning the reports looking to see which met or surpassed expectations and which are already falling behind.

Some candidates have their reports in early and others will no doubt wait until the last minute. Below are a few of the questions, I'll be trying to answer tomorrow.

Just how big is Riley's money advantage over Roy Moore? 2 to 1? 5 to 1? 10 to 1?

Just how bad is Siegelman's fundraising? Will Baxley raise enough money to bury him no matter what happens in the trial?

Will Luther Strange's warchest force a re-evaluation of the GOP LG primary?

How do King and Tyson's coffers compare?

Will any of the GOP State Auditor candidates use the filing to emerge as the frontrunner?

Any surprises on the Court races?

How are the competitive legislative races stacking up?

Those are just a sampling of the questions that we should be a little closer to answering this time tomorrow. Feel free to do your own sleuthing on the Sec of State site and let us know what you find out.

yeah, siegelethief is toast. that 300k from les siegelman is probably illicit profits from the site prep honda no bid contract awarded to blake sherrod, a siegelthief crony. Isnt that still under investigation too?
Not to mention Siegelman broke more state laws by raising money while it was illegal. We expect this criminality from siegelman, but the real question is will troy king prosecute him? it is the law, and if it isnt worthy of prosecuting, get rid of it. I wonder what the legislative history says the legislative intent was? I guess those notes are in a hip pocket of a lobbyist.

Nabers filed. He had just over $300k in contributions, most of it from people in Birmingham. I think that's more than most Supreme Court candidates raise at this point in the game.

Not only can't T-roy raise money, he doesn't know how to spend it wisely. For every dollar he raised, he spent over 50 cents. What did he spend it on??? That is such poor accounting. And this guy wants to be elected to an important office? Some of his staff are worried that if his report is carefully reviewed, there are a number of personal expenses like a birthday party for his children and others! He doesn't have the money to run a competitive race. At this point anyone could qualify and raise the money necessary to beat him. Bye, Bye T-roy.

All three chief justice disclosures are in. Cobb's not quite as rich as Nabers yet, but Nabers will have to use some resources just getting through the primary. Both have spent about the same amount so far, with Nabers holding about a 50k edge in straight contributions (70k overall, including his 15k personal loan to his own campaign).

this is a violation of election law. just go to sec state website and see for yourself. it is the first contribution listed.

Moore's Form 1 is up. Man is he in trouble. He has 500,000 in loans, but only just over 100k besides in his war chest. The other forms aren't up yet, so we don't know the origin of the loans.

tv 12 in montgomery says baxley says she has 1.2 raised. we dont really know if thats a lie or not. the report isnt listed on sec st website and the hubbert cretins that run her campaign could tell tv12 that she had given birth to the new jesus christ and they would run it.

it is now 830 pm and baxley's report is not on line yet. I guess since fat nancy worley is a paul hubbert educated thug, we wont see lucy's report, er money laundering report from john teague, johnny moore, johnny crawford, crum foshee and other ner do well to felon rip off thugs that earn their millions from paul hubberts wink and nod and night time payoffs.

If you'll look at the dates of Parker's contributions, they are all within 120 days after the 2004 election. This is the period during which additional fundraising is permitted to retire campaign debt. Odds are that's where the money went.

More interesting to me is the source of the funds -- nearly all business pacs. That makes Parker the only justice on the state supreme court whose election was financed by a balance of funding sources rather than overwhelming support by one special interest or the other.

There goes Nabers' only campaign issue.

For all you shade tree lawyers out there questioning corporate contributions...There were 32 elections in Alabama in 2005, according to the Secretary of State's website, therefore a candidate could accept $16,000 in corporate contributions. I believe some of you owe Commissioner Sparks an apology. the interesting thing here at the end of alabama's big disclosure day of its election year is that major candidates dont want to disclose. lucy baxley, who god knows might win a sympathy battle in the church of christ abuse contest; roy moore, who might win the church of christ abuse contest in general, now a down ticket special interest office has ostensibly broken alabama finance campaign laws. this is ron sparks, a semi educated north alabama devotee seemingly wed to old skins of the democrat corruption days.
In any event, Im sure Mr. Sparks and others of his ilk like mr. siegelman will find semi fresh air in court. Im glad to be out of here. Alabama is a strange, strange place...

Actually, the overwhelming bulk of money that Parker got to beat Jean Brown in 2004 came from three plaintiffs' trial lawyer PACs. Jere Beasley is Parker's puppet-master.

Actually, the overwhelming bulk of money that Parker got to beat Jean Brown in 2004 came from three plaintiffs' trial lawyer PACs.

If you look at all the campaign reports, you will see that Parker raised about $450,000 in total. Of that, about 1/3 came from those three PACs, about 1/3 came from individual contributions, and about 1/3 came from business PACs. This is by far the most balanced funding of any justice on the Alabama Supreme Court.

It is true, as you say, that business PACs provided relatively little support during the 2004 primary season. But that's because they were already committed to the incumbent, Jean Brown, that they had supported when she first ran. As the saying goes, you don't change a horse in the middle of the race.

As it turned out, of course, supporting Jean's Brown's second bid for the supreme court was a terrible business investment. Even pouring over a million dollars into her campaign and so-called independent expenditures to outspend Tom Parker by 6/1 failed to buy that seat. It's a wonder there was no shareholder revolt at such a profligate waste of money because of misplaced loyalty.

At any rate, after Jean Brown was defeated in the primary, the business PACs were free to support Parker as well. And they did, for a total of about $150,000 -- almost exactly the same amount as the total support from the trial lawyers.

Because Parker was a much better candidate and a much better steward of campaign contributions than Jean Brown, however, a lot less money went a lot further with him, and, with his victory in the general election, the business PAC return on investment in his campaign proved to be several times higher.

It's fascinating to watch the 2006 primary race for Chief Justice because it looks like history may repeat itself -- with a unusually strong challenger knocking off an unsually weak incumbent.

Once again, big business is supporting the incumbent heavily (after all, he's a gazillionaire former CEO who frequents the same golf and country clubs) even though he's a very weak candidate (besides being the architect of Riley's failed $1.2 million tax hike, Nabers has never run for office before).

If Parker runs, he's still a strong candidate and still able to leverage his support many times over by judicious spending. He's also a proven veteran of a statewide race and a sitting state supreme court justice himself. He's a much stronger candidate this time around.

Odds are that private polls reflect Parker's strengths and show him with a comfortable lead over Nabers, which is why we haven't seen news reports on polling for the Chief Justice race.

If I were a business baron with enough sense to look at the race objectively, I would hold off on supporting my pal Drayton until after the filing deadline to see if Parker joins the race. Business is business, after all.

If Parker does run, I'd try hard to avoid giving Drayton anything and prepare an excuse in case I bumped into him on the golf course. If I were so close to him personally I couldn't avoid giving something, I'd give a small token personal donation and kiss the money goodbye.

Just because Drayton wants to go off on this foolhardy quest as an unusual retirement gig doesn't mean I have to join him. Let him waste his own fortune if the race is that thrilling. I didn't get to be where I am by investing in lost causes.

If, on the other hand, Parker did not enter the race, as a big business pal of Drayton's, I'd give him a mid-sized check of support, enough for appearances (he ought to be able to beat Sue Bell), and turn my attention to some of the other races.

After all, a chief justice contest without Tom Parker is likely to be rather dull.

I've read something like this in Inside Alabama politics and heard it repeated elsewhere, but it's a case of a mistaken report being repeated often enough that it becomes accepted as fact.

What actually happened is that a handful of Parker's business supporters asked if he planned to run against Drayton Nabers. He responded with a no. It was never a case of Parker requesting money in exchange for a promise not to run against Nabers.

As best as I can tell, when Parker answered, which was a year ago and longer, he did not have any plans to run against Nabers. If Parker were subsequently to decide to run against Nabers, he wouldn't be breaking his word, as long as he made up his mind recently rather than a year ago.

Some will quibble about this distinction, but anyone who has been in politics for any length of time (which includes the leadership of the business PACs), knows the difference between a statement of "No plans to run" and "I will not run."
