GOP Pledge Online

The Alabama GOP has an online copy of the leadership pledge/loyalty oath that has roiled Alabama politics for the past couple of weeks.

The AL GOP actually calls it the "Republican Caucus Pledge" and Chair Twinkle Andress Cavanaugh gives a brief explanation (defense?) of the pledge.

But I'll just copy and paste the pledge verbatim below:

I, _________________________, pledge to the Republican voters of Senate/House District ___ (number) of the Legislature of the State of Alabama and to all Republican voters of this state that I will vote for the Republican Caucus choices for the leadership positions of the legislative body to which I seek to be elected. I further pledge to these voters that I will vote for the Republican Caucus choices for the operating rules of the legislative body to which I seek to be elected. This pledge shall remain in force and effect during the entire term to which I seek to be elected.
There is speculation that this pledge was created for and is aimed at a handful of current GOP legislators who are on good terms with House Speaker Seth Hammett (D-Andalusia). But given how this pledge has little actual enforcement potential, it's possible the negative reaction the pledge has garnered in some quarters will outweigh any future practical benefit.

But I'm glad the GOP has made the pledge available online. Give it a look and decide for yourself whether it's appropriate and/or necessary.

Zac, I wouldn't be so sure that this pledge has "little practical benefit." It was copied almost word-for-word from a similar pledge in Georgia that resulted in Republican majorities in both houses of the state legislature.

In Georgia, former Speaker Tom Murphy (much like our own Seth Hammett) had a small group of Republicans that were loyal to him (Speaker Murphy) over their own party. The speaker (again, much like our own Hammett) rewarded his GOP "pets" with plum committee assignments and campaign money in return for voting with the Democrats.

However, after the pledge was implemented (and after a redistricting lawsuit) the GOP not only took over the legislature and Murphy's speaker chair, Murphy himself was actually defeated in HIS OWN DISTRICT.

Again,, the vociferous reaction from Democrats tells the tale here. All the people known to oppose this pledge are DEMOCRATS. They fear it. It'll be eefective. That's why they want it dead. Amd it is also why it won't be withdrawn, ever.

Zac, you talk about "negative reaction" to this pledge. Other than known RINO Todd Greeson, can you name a single other Republican who has spoken out against it?

It seems to me that the so-called "negative reaction" is coming from Democrats. If that is the case, why pull the pledge? My political instincts tell me that anything my opponent hates is hurting him and in my favor.

I don't follow your reasoning Zac. Why is it a good idea to do what your opponents want you ro? That runs counter to proven experience.

I don't like any sort of a pledge by my state reps, but it seems very obvious that Demos in Alabama are against this thing. So I would have to agree with the posting above that this thing might help the Republicans. The Democrats sure seem to THINK it will help Repubs; they are the ones making the fuss about it.

The Demo power structure hates the pledge - particularly Seth Hammett. The "AVC" has already admitted to spending over $30K on them in the Montgomer area alone, so that sort of monetary committment statewide (over $100,000) means that they won't have that money for campaign contributions for Democrats.

Make no misake: The Democrats want that pledge GONE.

I think it's interesting that few people have asked what happens if a candidate doesn't sign the pledge. Based on what I've heard from folks in Montgomery, the GOP will pull their support from your candidacy and place someone in to run against you.

Does the GOP lack such faith in their leadership that they need to require legislators to vote for them? That's pretty sad, if true.

Above poster - you are spreading misinformation about what happens if you don't sign the plege.

The party will NOT run anyone against you or take any action of that sort. However, you cannot qualify to run as a REPUBLICAN without signing. If you want to BE a Republican, you have to agree with the party platform on THIS POINT ONLY. That isn't a huge thing to ask. Parties in other states make you sign off on a whole lot more.

Any candidate not wanting to sign the pledge can run as an independant, a DEMOCRAT, or any other party. This pledge doesn't affect ANYONES right to run.

Political parties have POSITIONS. That is why they are PARTIES. If you don't agree with the party you are very free to run under another party banner.

If this is gonna hurt the GOP why are the Demos spending tens of thousands of campaign dollars to attack it?

I can tell you this in the way of a comparison: if Tommy Tuberville publicly compained about the way Mike Shula was recruiting, would it be because Shula was doing something that was good for Auburn? Of course not,; Shula would have to be doing something that Tuberville felt would help Alabama and hurt Auburn.

Political parties are a lot like competing sports teams, and the GOP's ploy appears to be a strategic masterstroke.

Attributing the GOP takeover in GA to a pledge is a little much. There were many reasons that the GA GOP took the State House in 2002 (turnout, confedrate flag, Dem waffling on education, Dem ethics problems, etc) but I wouldn't list the pledge as much of a factor.

When I say it has "little practical benefit" I mean I don't see where it actually has ability to hold the signees acountable. If Represenative X signs the pledge, but then votes for a Democratic speaker and procedure then what happens?

Nothing I assume, at least not until 2010. So all it really does is give Democrats a talking point with which to attack Republicans. And while that talking point may be disingenuous, I think Democrats win that spin battle. I think the Democratic spin of the issue as a "loyalty oath" is easier to understand to the average Alabamian than the GOP reply about caucus procedure and leadership votes.

And I'd agree with a previous poster who said Democrats are attacking the GOP over this, not necessarily because they are "afraid" of the pledge, but because they sense (rightly or wrongly) a possible GOP vulnerability on the issue.

However, I don't think it'd be smart for the GOP to drop the pledge. Whatever damage (if any) has been done over the issue has already been inflicted. Reversing the pledge decision would just make the GOP look weak and uncertain.

Also I believe the AVC radio ad buy was 50K.

You're assuming that the AVC buy is meant to end the pledge rather than capitalize on the pledge. The logic there is pretty weak. Why would a $50K ad buy have any effect on internal rules? Especially since it's immediately clear to party insiders that the ad was bought by dems. If its goal were to kill the pledge, this would be the worst ad buy in the history of Alabama politics. Give the Democrats a little more credit than that.

Zac, I totally diasgree with your assessment of the importance of the Georgia pledge to the GOP takeover there. Why? Well . . .I used to do a lot of work politically over there. Particularly for a US senator who once had a family clothing business around Atlanta.

That pledge was a central piece of the strategy to take over the legislature there and it was effective. This pledge in Alabama wasn't entered into lightly, and I can promise you that the people who are behind the effort are very very pleased with the results.

Let me put this as strongly as possible. There was a celebratory mood in Mobile at the state GOP meeting because of the success of this pledge and the follies of the Democratic leadership in their clumsy efforts to respond.

It's working like a charm.

I would like to add a post to this conversation about this loyalty deal. First I would like to tell you that in the 1990s I worked in several judicial campaigns for Democrats (Roger Monroe, Kenneth Ingram, etc.) Some of you may be able to figure out who I am from that info.

During those campaigns we worked with Joe Perkins and his organization known as MATRIX. Joe is sort of a Democrat Karl Rove; he is the most effective political consultant in the state.

After hearing the pledge ads on radio I knew immediately that Joe Perkins was behind them. His style is unmistakable.

From my knowledge of that style I would say that Joe DID intend to kill this pledge; I do NOT believe that he intended to use it as a campaign issue. It is also possible that Joe wanted to give some cover to renegade Republicans such as Oden, Greeson, Thomas etc. if they decide to go against the party.

I do not for one second believe these are "campaign" ads in the sense that they are designed to influence voters. Why? Because it is JANUARY. If these were meant for voter's ears they would have begun in OCTOBER. They wouldn't be of any use in the primary elections since every Republican running in the primary would HAVE to have signed the pledge. If it was gonna help the Democrats, it could be used no earlier than October or it would lose all impact. I have listened to Joe and his Matrix staff on enough occasions to know their basic M.O.

I think that the whole purpose - start to finish - of these ads was to protect Seth Hammett - one of Joe's biggest clients. If this pledge stands, Hammett would be essentially a lame duck to the big money donors (particularly BCA) who give hundreds of thousands of dollars to his campain. If he isn't gonna be speaker for the next 4 years (and whatever else this pledge would do, the first and most certain thing it would do is end Hammett's tenure as speaker - he can't win without his GOP supporters; I personally heard that from his principal campaign bagman in 1998), there is no reason for BCA to contribute $100K to his campaign.

I think Seth's money supply is the main root of this whole ad campaign.

I too do not believe that this radio ad is just designed by Democrats to 'cash in" on the pledge. Get real; an ad runing 5 months before the primary election - and a good 10 months before any election involving Republicans vs, Democrats - will not impact a single seat. Not one.

However, this ad very well may have been designed to create a "debate" inside the GOP which could provide cover for Republicans wishing to align with AEA and Hammett. That makes a lot more sense than this being a traditional election-spin ad.

One thing this ad has accomplished is that certain "Republicans" have been exposed as "RINOS." From now on they'll be scrutinized for donations from AEA and Seth's supporters, etc. If they look too much like Demos going into the June primaries, they'll be toast.

That can't possibly be good news for Seth Hammett. And by any estimation, the ads attacking the pledge ensured the exposure of "Seth's Six." That had to be a Democrat miscalculation.

Quite frankly, I do not see how any sane person couild see these ads hurting the GOP one iota. They are too early, and the interest level in the public in party rules is nil - especially in January. People do not care about elections yet.

Bottom line: the Democrats are $50,000 poorer and Todd Greeson's opponent has some good opposition research that just fell into his lap for free. And the loyalty pledge that Greeson, Jeremy Oden, Elwyn Thomas, Mac Gipson, Jim McClendon, and Robert Bentley hate with a passion is definitely here to stay.

The real losers? Seth's Six, Seth, and whoever spent the 50 grand.

Is this loyalty oath a good idea? Well, in general NO. But we live in Paul Hubbert's fiefdom and we play by his rules. He created a land where politics is a back-room sport of intimidation. So in answer to Zac's question, I don't think this sort of thing is (in general) appropriate, but when you have to fight Hubbert, it may very well be necessary.

The real story here is that there is no story. Zac said something about the "fuss" over the pledge hurting the GOP. Zac, I enjoy your blogs, but that point is indefensible.

To date there has been ONE - count it ONE - story in the B'ham News about the radio ads. The Mobile Press-Register has not mentioned it a single time - it's a non-story. In that same span, Richard Lindsey's Democrat "pork" bill has gotten a half-dozen stories in Birmingham alone and a condemnatory editorlal in the News. Now THAT is a FUSS.

This pledge issue (or nonissue) really is silly when you have a union boss who literally (this is a FACT) tells legislators that they will NOT be reelected unless they support his pay raise bill.

I just don't see how it could help. The Dems have had similar pledges in the past which came back to bite them. I figured that they would have been smarter.

But as for the Dems needing the Reep votes... The Dems currently have a majority in the legislature, if I'm not mistaken. They need Reep votes about as much as the U.S. Senate needs Dem votes. So I don't know why a loyalty pledge would "scare" them. Quite the contrary. They're loving this because they can use it in political ads. In fact, they probably wouldn't mind if the Reeps took it a step further. It gives them more ammo.

Ask yourself this: What would be the Reep reaction to say, a certain candidate who changes his mind on where he stands on issues? They would run it into the ground in political ads-- not because they feel threatened by the behavior, but because they know the voter reaction to it would be negative. In fact, the more flip-flops they found, all the better.

But then I guess it comes from the old mentality of, "if they pick on me, they must feel threatened." Nope. If they felt threatened, they'd want to keep it quiet, not yell it from the mountaintops.

I personally don't like it because if they continue, it means that "winners" like Langford, Rogers, and Smoot re-elected, and I'm frankly sick of these guys.

And yes, the Birmingham News did run a story on the ads, and it published the story online. I have a link to it from my own blog.

I wanted to mention, and I'm sorry I forgot...

I know that a lot of you have a real problem with Hubbert. So do I. I know that his intentions are noble (raises for teachers), but he is not an elected official and should not have any pull in the laws of this state.

Both sides have corruption. Therefore, you should know that the only real way to crack down on this and get Montgomery out of the hands of lobbyists and special interests is to support I&R reform. I have a link to Dr. IQ's website on Alabama I&R, if anyone is interested. There are actually two bills in the House right now that you can support, but you won't hear much about them because most elected officials and lobbyists heavily oppose this type of bill. I guess so, considering it would rip some power away from them and put it into the hands of the voters.

You just don't know enough about Alabama politics to understand what you are talking about.

Here is why Seth Hammett worries about the pledge (in a nutshell):

Sure the Demos have a big majority right now. But after the next election it is likely that the margin will be very close. It is CERTAIN that there will be more black Democrats than white Democrats.

With this makeup of the House. how can Seth Hammett - outnumbered in his own party by blacks - hope to stay speaker over (for instance) John Knight? Seth's only hope: REPUBLICANS. IF the Republicans all vote for a Republican candidate for speaker, Hammett cannot POSSIBLY win. In fact, he'll run third in the vote behind the black Democrat candidate and the GOP candidate and will be ELIMINATED from future votes for Speaker.

So the election will come down to a black Democrat (most likely John Knight) versus a white Repiblican for Speaker. Who do you think all those Democratic state reps (who will have to explain their selection back home) will vote? Let me give you a hint: you think a white Democrat wants to explain why Alvin Holmes chairs the state budget committee?

The end result, if no GOP rep votes for Seth? A REPUBLICAN SPEAKER.

That is what this entire argument is about, and that is why 5 months out of a primary election it is important enough for Seth Hammett to freak out about it.

The times thay are a-changin' FAST.

Bravo to the previous poster for explaining what the "fuss" is all about. The Pledge - whatever else it means - sounds the death knell for Seth Hammett and he (and George Burger, his political consultant) know it.

For Jen and all of the others out here IGNORANT (good choice of phrase, Karl) of political reality, here is a news flash for you: GEORGE BURGER - a political consultant paid by SETH HAMETT, is the CAMPAIGN MANAGER for JEREMY ODEN, TODD GREESON,ROBERT BENTLEY, and ELWYN THOMAS. That's right,at least 4 of the six "Republican" state legislators identified as "Seth's Six" have a camapaign manager PAID FOR BY THE DEMOCRATIC SPEAKER OF THE HOUSE!!!!!

Folks, the fact that Seth Hammett is FUNDING THE CAMPAIGNS of six "GOP" legislators who will turn traitor the day after the election in November (just as they did 4 years ago) tells you all you need to know about the actions of the party on this matter - and why Seth is scared crapless about this pledge.

Hey - I don't care for insult humor. But I will say that the poster talking about the inner working of the state House of representatives and Seth Hammett's efforts to hold onto the Speaker's chair was DEAD ON.

The possibility of GOP control of the House - IF those "Rinos" don't vote for Seth - is very real. Curent polling done by ALFA suggest that the GOP will hold at least 50 out of 105 seats in the state House of Representatives in teh next quadrenniun - 3 short of a majority. White Demos will hold 26 and black Demos 29. Those ads(as the poster said, they are George Burger's handiwork instead of Joe Perkins') are part of a last-ditch effort to keep Seth Hammett - a member of the "26' group -in power.

As has been noted on this board before, the legislator can't run. Talk about placing the party above the people! Who cares if you've been elected before? Swear allegiance or you're gone!

That is ludicrous, anonymous, an I have a strong feeling you knew that when you made that post. OF COURSE anyone not signing the pledge can run. That is obvious. They just can't run as a REPUBLICAN.

Parties ARE Parties because of the positions they take on the iSSUES. In 1854 the GOP was founded in opposition to slavery in general and the Kansas-Nebraska Act in particular. IF a person wanted to run as a Republican candidate they HAD to opose the extension of slavery. If they didn't they could find another party. In short, if you want to call yourself a Republican you have to BE a Republican and YES that was a written rule.

Lots of people in this state want to CALL themselves Republican in order to get elected but have NO INTENTION of being Republicans when they get into office when they can make tens of thousands of dollars by selling out to Dr. Hubbert.

The GOP has EVERY RIGHT to make this rule. It is needed and had to be used. Don't like it? Well, there's a party for you, and they'll be in the minority in the statehouse come November.

The idea that any of Seth's Hammett's flunkies have "conservative records" is a real belly laugh in and of itself. But the idea that simply having to support a political party on a couple of points constitutes some kind of Hitlerian dgeree of conrol is sidesplitting.

It is a political PARTY. Like ANY OTHER GROUP, if you want the support of the GROUP it is possible that you might have to AGREE with the GROUP. If you don't ike the party, LEAVE, The Democrats are welcoming all the liberals in Alabama. Of course, every pol in Alabama switching parties seems to be going to the GOP. In fact, there hasn't been ONE GOP member who has left over thois pledge.. And there won't be. When you can find one, let me know.

Exactly what have I posted that was blatantly false, special ed? I was merely agreeing with the above poster that a story had been printed. At least I have the guts to log on before I post as opposed to posting under several different names to support my feeble arguments. Nope. "Deliberately dishonest" would be picking and chosing a quote from one of my posts to paint me as a liberal but failing to mention the more conservatives quotes from the very same post which happen to paint me as a moderate until much later. To boot, "deliberately dishonest" would be implying that this same quote came from my blog (which I had mentioned) instead of a previous site (which I had not), and then only mentioning that fact AFTER I had searched my own blog and found no such quote and stated such, only to find out that the quote came from a site that I'd not updated since 2004. "Deliberately dishonest" would NOT be to mention the existence of the past site on my current one. If I were being "deliberately dishonest", I'd like to think that I'd be a little more creative than posting under my blogger ID-- especially if I had something to hide... But then, I'm not the one failing to log in under my ID, am I?

But back to the point: Republican control of both houses is possible, but no more/less possible than Democratic control of the U.S. Congress. If I were to list the latter, most people here would say that it is wishful thinking as best, so I don't think that I'm very far off the mark, here.

Interesting note about Abe Lincoln, since he was mentioned. While he was a Republican, his Vice President was a Democrat, and he had a tendency to appoint his political enemies to positions within his cabinet. Smart guy, that Lincoln. Just something from the politically "ignorant" I thought you guys should know.

AGREE WITH YOU JEN! I believe from viewing many posts, and studying them, that there are too many ALIASES that print their opinions, and most of them being men, fail to give women any kind of respect, when they are identified as that gender. Actually, I find this forum about Repubs and their pledges to be very informative into their controlling ways. I, for one, am very glad that being a former Republican, is just that. "former". I can certainly recognize control, and our system of voting is slowly becoming one of "control". What happened to the guarantee of privacy when you go to the polls? No more curtained off booths. Actually, you can just about look over one's shoulder and know their choice of candidate at the polls. In closing, I choose Rodney Dangerfield's favorite saying. When it comes to women. "we get no respect".
